Spain Denies Contingency Plan Against Morocco as Ceuta Crisis Tests Strategic Partnership

Madrid/Rabat — Spain has rejected reports that it is preparing a contingency plan aimed at confronting Morocco, as the migration crisis in Ceuta puts renewed pressure on relations between Madrid and Rabat.

The issue emerged amid reports circulating in the Spanish media following the unprecedented influx of migrants into Ceuta, the Spanish autonomous city on Morocco’s northern border. More than 70,000 people crossed into Ceuta during the recent crisis, creating significant pressure on local services and triggering a political debate in Spain.

Reports attributed to Spanish media had suggested that Madrid was considering contingency measures in response to developments involving Morocco. However, the Spanish government has denied that it is preparing a plan directed against Rabat.

At the same time, Madrid has urged caution over a separate police report alleging that Moroccan security personnel may have played a role in directing the mass movement of migrants into Ceuta. The government says it needs to examine the report in detail before drawing conclusions.

The Spanish government’s position reflects the complexity of its relationship with Morocco. While the Ceuta crisis has generated political tensions and criticism from opposition parties, Spain and Morocco maintain extensive cooperation in trade, investment, migration management and infrastructure.

Spain’s government has repeatedly described Morocco as an important partner. In 2024, bilateral trade reached a record €22.693 billion, with Spain remaining Morocco’s leading trading partner. More than 6,000 Spanish companies regularly export to Morocco, while hundreds of Spanish companies have established operations or significant investments there.

The economic relationship has continued to expand. Spanish government data also identifies Morocco as Spain’s leading destination for investment in Africa, with Spanish companies active in sectors including energy, infrastructure, automotive manufacturing, banking and technology.

The strategic importance of the relationship is particularly visible in major infrastructure cooperation ahead of the 2030 FIFA World Cup, which Spain, Morocco and Portugal will co-host. Spanish companies are involved in projects linked to transportation, mobility, tourism and other sectors supporting Morocco’s preparations for the tournament.

Against this backdrop, Wilson Lalengke, President of the Indonesia-Sahara-Morocco Brotherhood (Persisma), welcomed Spain’s rejection of what he described as a confrontational narrative.

“We at Persisma welcome the Spanish Government’s firm position in rejecting a confrontational narrative and choosing a constructive diplomatic path with Morocco,” Wilson Lalengke said in Jakarta on Wednesday, September 2, 2026.

Lalengke said migration problems along borders such as Ceuta require a comprehensive approach rather than reactive policies that could escalate tensions between neighboring countries.

“We are optimistic and believe that bilateral cooperation between Spain and Morocco will proceed according to plan for the sake of economic stability and social harmony in the Gibraltar region,” he said.

He argued that sustained cooperation between Madrid and Rabat could provide a broader example of how countries can reconcile geopolitical interests with humanitarian challenges.

The latest developments, however, show that the relationship remains under significant pressure. Spain’s government is simultaneously dealing with the humanitarian consequences of the Ceuta crisis, domestic political criticism and questions surrounding allegations about Morocco’s role in the mass crossings.

Madrid has also approved a €309 million emergency package for Ceuta covering essential services, security, humanitarian assistance and economic support. The measure represents about 16% of the city’s GDP and is intended to help restore normality following the crisis.

For Madrid and Rabat, the challenge is therefore to prevent the Ceuta crisis from undermining a relationship built over years of economic and diplomatic cooperation.

The continuing emphasis on dialogue suggests that both sides have strong incentives to preserve their strategic partnership, even as migration, territorial claims and domestic political pressure remain sensitive issues in relations between Spain and Morocco.
